OBJECTIF DU POSTE
Working in 54 developing countries across Africa, Asia and the Americas, with a total annual budget of approximately US$1 billion, Plan International is an independent humanitarian and development organization that advances children's rights and equality for girls.
Plan International's global strategic goal is to reach as many children as possible, particularly girls and those who are excluded or marginalized, with high quality program that make a lasting impact on their lives.
Plan International will implement a project to strengthen the preventive actions already in place for the fight against COVID-19, in order to continue to support the strategy adopted by the Ministry of Public Health to control the spread of the COVID-19 pandemic, to promote access to adequate and quality health services for all including children and to support households affected by this pandemic with small-scale IGAs.
In order to ensure effective and efficient implementation, Plan International is recruiting a Coordinator for this project. The incumbent will ensure the coordination and implementation of the project " COVID-19 Prevention and awareness raising on Vaccines in Plan Communities in Far North and South-west regions of Cameroon " in the two target regions, in accordance with the planned schedule and budget. To this end, he/she will ensure the quality of the implementation of the various project activities.

Purpuse of the ROLE
The Coordinator of the COVID 19 Vaccine Prevention and Awareness Project will be responsible for the implementation of the project in the two implementation regions (Far North and South West Cameroon). The incumbent, with the support of the M&E Officers, will ensure the implementation/operation of the project monitoring and evaluation system and the management of data from the activities.
He/she will support the Ministry of Public Health's initiatives in the fight against Covid 19
The project coordinator will support the project team members to ensure that all activities are implemented according to a known schedule and in full collaboration with community health workers at the community level, but also in collaboration with the Ministry of Public Health in the two project regions.


Main responsabilities:
PROJECT MANAGEMENT
In terms of project management, the coordinator is responsible for :
- Provide technical advice and capacity to the project team for the implementation, monitoring and evaluation of activities;
- Carry out project activities in a timely and quality manner in accordance with Plan International and donor standards and requirements and in collaboration with the field assistants responsible for implementation at community level and other implementing partners;
- Design, develop tools and implement strategies, mechanisms, to ensure proper implementation of prevention activities at COVID 19 including immunization;
- Organize regular monitoring visits and, if necessary, revise and modify the project action plans;
- Prepare all narrative reports and review financial reports in accordance with donor and Plan International requirements;
- Ensure compliance with donor requirements (rules, procedures):
- Monitor and manage the project budget, including procurement and resource distribution;
- Coordinate the elaboration of the ToR of the activities with the support of the project staff
- Plan and organize capacity building of field teams on issues related to the prevention of Covid 19 in collaboration with the regional delegation of public health;
- Participate in health coordination meetings at regional level and in particular the platforms for the fight against COVID 19.

MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING
• The Project Coordinator with the support of the M&E Officers is responsible for
• Managing the monitoring and evaluation operations of the project, in accordance with the principles and procedures of Plan International and the donor;
• Establishing the project memory by organizing the collection, consolidation and archiving of project-related data, as well as setting up and operating the databases required for the capitalization of the project;
• - Identify and share with the Emergency Response Manager any opportunities, constraints or readjustment needs related to the project;
• Management of project reporting through the preparation and timely submission of the various required reports, i.e. weekly, monthly and quarterly reports, including donor reports.


Representation, collaboration
In the framework of the implementation of the project, the project coordinator must ensure good collaboration with the different stakeholders involved in the implementation of the project. To this end, he/she must ensure
- The management of partnership relations with the different stakeholders in the implementation of the project, including state structures, communes, community-based groups, committees & leaders of refugees, Internally Displaced Populations (IDPs) and host communities;
- The organisation of monthly and quarterly meetings of the project team, the validation of reports and action plans of the project staff;
- Representation of Plan International Cameroon in the coordination mechanisms related to the areas of intervention of the Project and in particular in the meetings of the sub-working group of the sector of intervention;
- Animation, management, supervision and capacity building of the Project team, partners and communities (community health workers, nurses, focal points...) in public health strategies for the promotion of favorable behaviors in the fight against the COVID 19 pandemic in a crisis context;
- Mentoring and supervision of the project team, including performance review of all project staff;

RESSOURCES MOBILIZATION
In collaboration with the M&E officers, develop project summaries, lessons learned and best practice documents that could feed into new project ideas;
-Contribute to the development of Concept Notes and new project funding proposals
- Carrying out any other tasks assigned by the supervisor.

Objectives TO BE ACHIEVED:
Ensure monitoring of the implementation of activities in order to guarantee their conformity with the project planning, the achievement of objectives and the strategies and procedures of the donor and Plan International Cameroon;
Ensure in particular the planning, the correct implementation of the project, respecting humanitarian principles, barrier measures to fight the pandemic and procedures related to the safeguarding of children and youth;
Ensure the development of initiatives and strategies to ensure a good fit with the humanitarian context and the effective and efficient implementation of all project activities;
Ensure the full participation of stakeholders in all stages of the project and maintain good relations between them;
Conduct visits to refugees, IDPs, host communities and partners for monitoring and supervision of the implementation of project activities;
Organize meetings of the project team, validate reports and action plans of the different project components;
Lead, supervise and monitor the project team and ensure capacity building as required;
Write and submit monthly and quarterly Project reports in a timely manner, as well as any useful reports requested by the supervisor and the donor;
Organize monthly project management meetings with the team and quarterly progress meetings with donors, beneficiaries and partners;
Facilitate the evaluation of the project in accordance with the donors' principles and procedures;
Ensure that the results of evaluations and recommendations of the hierarchy and partners are considered in the implementation of the Project;
Review the financial reports of the Project in accordance with the narrative reports;
Coordinate the elaboration of the ToR of the activities to be implemented;
Facilitate the collection, consolidation and archiving of data related to the Project;
Ensure the management of partnership relations with the various stakeholders;
Represent Plan International Cameroon in coordination mechanisms and working groups related to the Project's areas of intervention, with a particular focus on working groups;
Ensure that gender, cross-cutting protection, risk reduction, resilience and conflict sensitivity issues are considered in the implementation of the Project;
Contribute to the mobilization of additional resources through the development of Concept Notes and Proposals,









Profil Recherché


EXPERIENCE
A university degree in public health, project/programme management or similar field;

- At least 3 years continuous experience in the management of humanitarian projects related to public health, with a thorough knowledge of Project Planning, Programming and Monitoring/Evaluation procedures;

- Practical and relevant experience in emergency interventions;

- Knowledge in IGAs is an asset.


KNOWLEDGE/SKILLS

- Strong planning and organizational skills;

- Skills in community mobilization and capacity building, and distribution activities

- Knowledge of public health strategies and approaches in Cameroon

- Strong analytical and synthesis skills;

- Excellent writing skills (English and French);
- Good computer skills;
- Good knowledge and understanding of established humanitarian principles, the humanitarian code of conduct and international health standards.

- Ability to work in a team and to manage pressure

COMMUNICATION
- A great capacity to listen to refugees and IDPs, considering their vulnerability;

- Ability to meet deadlines according to the established timetable;

- Team spirit and coordination.

Location: The post holder will be based in Maroua with frequent field visits to the project implementation locations (in the South West and Far North regions)
