Background
Within the framework of the UNESCO Programme and Budget 2022— 2023 (41 C/5) and of the IX Phase of the Intergovernmental Hydrological Programme, and in line with the activities of the Section on Groundwater Sustainability and Water Cooperation (GSW), the Division of Water Sciences of UNESCO is currently implementing a series of projects and activities in the Thematic Areas of Groundwater, Water cooperation and Urban Water.
Within this context, UNESCO is looking for a Project Officer that will support the Division of Water Sciences with the planning, organization, execution and reporting of a series of projects and activities related to Thematic Areas of Groundwater, Water Cooperation and Urban Water, including, but not limited to, the Megacities Alliance for Water and Climate (MAWAC) (https://en.unesco.org/mawac/about), the Environmental Coastal Cooperation for Metropolitan Eco-sustainable Development (ECOMED) projects
Overview of the function of the post
Under the overall supervision of the Director of the Division Water Sciences (HYD), the direct supervision of the Chief of Section on Groundwater Sustainability and Water Cooperation (GSW), the Project Officer will carry out the following duties:
In the framework of MAWAC project:
• Maintain and develop a database of all concerned stakeholders;
• Ensure continuous contact with Countries interested or involved in the MAWAC project;
• Organize periodic meetings with relevant stakeholders;
• Create a reporting mechanism for MAWAC related information on the WINS platform (http://ihp-wins.unesco.org/#/);
• Prepare a costed workplan for the 41 C/5 Biennium and create a monitoring strategy.
• Draft technical and background documents and concept notes.
In the framework of ECOMED project, the incumbent will:
• Provide support for the organization of technical and stakeholders meeting;
• Maintain a database of stakeholder contacts.
• Engage stakeholders in the initial phase of the project.
• Act as focal point for the IHP Secretariat for the Task Force.
• Draft technical and background documents and concept notes.
• Prepare a costed workplan for the 41 C/5 Biennium and create a monitoring strategy.
Additionally, the incumbent will provide project management support for the following items:
• Assist in organizing international and national workshops and conferences.
• Organize, attend and report on programme-related meetings.
• Provide project management support to other projects and activities the section implements, in the areas of Thematic Areas of Groundwater and Water Cooperation.
• Perform any other duties as the need arises.
During the assignment period, the Project Officer shall work full-time at UNESCO Headquarters in Paris.
UNESCO may assign additional tasks to the contract holder, provided that these tasks are consistent with the functions set out above.
EDUCATION
• MsC in Project Management, International Development or similar topic.
WORK EXPERIENCE
• Minimum 5 years of relevant working experience in project management, with at least 3 years in an international setting.
• Proven experience in preparing and monitoring workplans and budgets.
• Proven experience in conceptualizing and drafting reports and concept notes.
SKILLS/COMPETENCIES
• Excellent project management and coordination skills.
• Ability to maintain effective working relations within a multicultural environment.
• Excellent written and oral communication skills, including ability to draft, edit and produce reports on relevant issues.
• Strong IT skills, including with Microsoft Office software.
• Ability to use project management software.
LANGUAGES
• Excellent knowledge of English or French (oral & written) and good knowledge of the other language.
WORK EXPERIENCE
• Previous working experience with UNESCO would be an asset.
• Familiarity with development and water issues would be an asset.
LANGUAGES
• Knowledge of another UN official language would be an asset.

The remuneration paid to the service contract (SC) holder is not exempt from any income taxes which may be levied by the French tax authorities. The SC Holder is affiliated to the French social security scheme (Régime général de la sécurité sociale et des prestations familiales). Consequently, the employees’ social contributions to this scheme will be deducted from the gross remuneration paid by the Organization. UNESCO is not subject to the French unemployment scheme (UNEDIC – Pôle Emploi) and complementary retirement schemes (Retraite complémentaire Agirc/Arrco).Please note that UNESCO is a no-smoking Organization.
