ROLE PURPOSE: How does this post support Plan’s strategy and mission?
This project consists of strengthening the food security and nutritional situation of Central African refugees through cash transfer activities (CBT), conditional in-kind distribution, improving the nutritional situation of children aged 6-23 months (BSFP), improving their living conditions and protecting their livelihoods through asset creation activities in emergency situations. The aim is to improve the food consumption score of food-insecure households and limit the use of erosive coping strategies, and thus protect the assets of refugees by providing them with food support and education on good nutritional and hygiene practices.
The achievements of the project are linked to Plan International Cameroon areas of global distinctiveness (AoGD) and aim to promote girl’s equality and rights..
DIMENSIONS OF ROLE:
Under the direct supervision of the Project Coordinator and the guidance of the MER Coordinator, the MER Officer will be responsible in ensuring that all indicators critical for monitoring the CBT/FFA/Nutrition project are timely made available for decision making. As part of the monitoring, identify gaps in information and make recommendations for collecting this data.
Dimensions of Role:
• Guide project teams through the process of designing functional and complete monitoring of the PMERL system;
• Operationalize the M&E plan designed for the WFP project, including: supporting partners in designing or using existing project M&E tools, systems and processes for data collection, management, and verification (including data audits); as well as for reporting;
• Assist the CoP in planning, designing, implementation and evaluating CBT/FFA/Nutrition project activities within Plan International Cameroon as the sub-recipient (SR).
• Prepare reports required for submission to the Project Officer;
• Produce monthly, quarterly and annual M&E reports based on the project performance indicators that will guide decision making and project implementation;
• Coordinate with program staff to adapt or create, relevant tools and systems for effective collection, storage, archiving and use of data;
• Ensure the collection of relevant and appropriate data which is needed for effective M&E system, and which will be utilized in the monitoring of strengths, weaknesses and gaps in the project and required for reporting;
• Ensure supervision of activities performed through spot checks that further help assure data quality from the source;
• Develop training module and facilitate capacity building for project staffs and district CSOs to enable them to monitor and evaluate their own efforts, gather relevant data and produce required progress reports;
• Assist finance team in the elaboration of project activities budget;
• Develop and monitor the PO at area level and facilitate the elaboration of PO’s at regional level;
• Coordinate with the National Malaria Control Program and any other agency, as appropriate, to ensure that current information and indicators to monitor SR performance are available;
• Assist Plan International Cameroon and partners in the strategic use of data and information so as to improve the implementation of the CBT/FFA/Nutrition project;
• Perform other duties and participate in other, non-project, organisational activities and processes as and when required to do so.
• Ensures project completion on time;

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:
Qualifications
• A first degree in statistics/mathematics, epidemiology, public health or related discipline
• Familiarity with the principles and current approaches to M&E in development projects, including (quantitative and qualitative approaches to data collection);
• At least four years of experience in handling biostatistics and /or monitoring and evaluation projects.
Or
• A Master degree in statistics/mathematics, epidemiology, public health or related discipline.
• Familiarity with the principles and current approaches to M&E in development projects, including (quantitative and qualitative approaches to data collection);
• At least one year of experience in handling biostatistics and /or monitoring and evaluation projects.
Knowledge and skills
Patient, adaptable and able to improvise and work in an atmosphere that is extremely stressful.
