OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the Regional Office for Southern Africa and the direct supervision of the Head of Education, the incumbent will support the Education Unit and be responsible for the design, coordination, implementation, monitoring, evaluation and reporting on specific programmes and projects for the Southern Africa Region. The incumbent’s activities will support the education team in the implementation of programmes in the area of Technical and Vocation Education and training (TVET), including the development strengthening and monitoring of national TVET policies, Higher education and teacher development. In particular, the consultant should:
Support the Education unit with the implementation and development of programmes on capacity development, policy development and standard for teachers.
• Identify and develop proposals for regional projects and the mobilization of funds in the priority areas identified in the UNESCO-SADC Joint Programme of Action and in particular in the area of TVET, Higher Education and teacher development.• Assist in the development of a national TVET policy in Zimbabwe in coordination with ILO and the Ministry of Primary and Secondary Education. • Follow up on outcomes of the SADC Ministerial meeting and coordinate the organisation of a regional TVET meeting to disseminate the new UNESCO-SADC TVET strategy.• Provide support to the Zambia OpenEMIS training to be concluded in June 2022. • Support the follow up activities for CONFINTEA VII at the regional level as well as the identification of regional and national activities. • Assist in the implementation and development of follow up activities from the World Conference on Higher Education, held in May, 2022.• Support the development of strategic partnerships to reinforce the regular programme support to Member States and promote and strengthen partnerships and networking, as well as research and capacity-building, in the area of TVET, HED and teacher.• Support the Zimbabwe Ministry of Education with capacity building for research under the TEACH programme.• Contribute to the general tasks of the Unit. This includes drafting briefing notes and other communication materials, as well as supporting the administration of extrabudgetary projects.
Education
Advanced university degree (Master’s or equivalent) in the field of Education.
Experience
• Minimum 7 years of relevant experience at international and national level in the field of education.• Proven experience in development, implementation and evaluation of programmes/projects related to TVET, Higher Education or teachers.
Technical knowledge • Demonstrated capacity and experience in providing high quality education sector policy advice and technical assistance to member states and regional groupings of countries (SADC).• Demonstrated expertise and experience in at least two of the following areas: TVET, Higher Education, Teachers, and ICT in Education. • Good knowledge of UNESCO’s work in the field, and familiarity with Education Sector programmes.
Functional / job related competencies / skills• Proven ability to communicate, advocate, and negotiate with senior government official, staff and stakeholders at all levels within and outside the Organization.• Demonstrated project development and resource mobilization skills• Excellent writing skills
Languages
• Excellent/very good knowledge of English (written and spoken) and good knowledge of French or Portuguese would be an asset.
