OVERVIEW OF THE FUNCTIONS OF THE POST
The individual specialist shall:1- Prepare, drawing throughout the process on feedback and guidance by UNESCO, a UNESCO policy brief on developing and sustaining human rights-based STI systems. The Brief will build on the provisions of the 2017 RS|SR, the General Comment N.25 on science and economic, social and cultural rights of the UN Committee on Economic, Social and Cultural Rights, as well as on experiences and lessons learned from the implementation of a human rights-based approach generally and in the field of STI systems in particular. The 2020 UNESCO Science Report will be another source of knowledge and information. Against this background, the brief will put forward a set of actionable recommendations for integrating HRBA in STI, highlighting entry points, opportunities and eventual challenges. The brief could also emphasize, as appropriate, specific issues such as climate resilience, indigenous knowledge, academic and scientific freedom, and gender equality.2- The policy brief will be around 15-20 pages long and contain the following sections:
Key insights: to provide a short overview of key takeaway messages and recommendations made in the brief
Added value and urgency: to provide context, with references also to the ongoing pandemic and its consequences, as to why a rights-based approach to STI systems is needed
Practical Implications: this should be the central part of the brief. It should describe briefly the main operational implications of anchoring STI systems in human rights
Opportunities & challenges: to identify main entry points and opportunities but also gaps and implementation challenges
Recommendations: to point to possible pathways and priorities for going forward
Furthermore, visualisations and references will also be part of the final product.
Long Description
Deliverables and Timeframe:
Preparation of an annotated structure – appr. 5 days
Development of a first draft – appr. 30 days (after the finalization of the annotated structure)
Finalization of the brief; drawing on UNESCO comments and those of peer reviewers – appr. 10 days (after reception of UNESCO’s input)

REQUIRED QUALIFICATIONS
Education: Advanced university degree (Masters or equivalent) in human rights.Language: Excellent written English and FrenchExperience:
At least 8 years of work experience in the field of human rights, notably the right to science, and human rights-based approaches
Experience with normative instruments
Experience with STI systems
DESIRABLE QUALIFICATIONS
Experience working for a UN agency or an international organization in the field of human rights and the right to science in particular.Knowledge of the 2017 Recommendation on Science and Scientific ResearchersKnowledge and understanding of STI systems
