OVERVIEW OF THE FUNCTIONS OF THE POST


 



The
Diversity of Cultural Expressions Entity promotes the diversity of
cultural expressions and the creative economy as vectors for sustainable
development. Its mission is to ensure the effective implementation and
monitoring of the 2005 Convention on the Protection and Promotion of the
Diversity of Cultural Expressions and the 1980 Recommendation
concerning the Status of the Artist. The Entity fosters international
cooperation by providing assistance to governments around the world to
design, monitor, and evaluate policies that promote the diversity of
cultural expressions and the creative economy. It also coordinates and
monitors the Convention’s statutory obligations, notably by providing
support for the sound decision-making of the Convention’s governing
bodies through knowledge sharing and data collection, analysis, and
distribution.



 



Under
the overall authority of the Assistant Director-General for Culture
(ADG/CLT), the general supervision of the Chief of the Diversity of
Cultural Expressions Entity and the direct supervision of the Head of
Programmes and Stakeholder Outreach Unit, the incumbent will be charged
with the coordination and management of the “UNESCO-Aschberg programme
for Artists and Cultural Professionals”, funded by voluntary
contribution within the framework of the 2005 UNESCO Convention on the
Protection and Promotion of the Diversity of Cultural Expressions and
the 1980 Recommendation concerning the Status of the Artist. 



 



In particular, the incumbent will:     


Long Description


  • Conceptualize,
    develop and effectively implement a communication strategy to
    popularize concepts and issues relating to artistic freedom, including
    the status of the artist, and preferential treatment in order to
    mobilize relevant policymakers in the field of culture and trade, civil
    society and artist community to take actions to implement the 2005
    Convention and the 1980 Recommendation.


 



  • Coordinate
    the elaboration of support and communication materials on the status of
    the artist and the organization of the roll-out of training and
    technical assistance missions to build institutional and human
    capacities of UNESCO Member States on artistic freedom, including status
    of the artist, and preferential treatment (culture in trade and the
    mobility issues).


 



  • Create
    synergies in communication targeting artists, civil society, culture
    and trade officials, and media and human rights professionals, with
    various actions taken by UNESCO in order to provide visibility to the
    UNESCO-Aschberg programme.


 



  • Raise
    funds to ensure the programme development, prepare and deliver
    presentations and information on the Programme and coordinate the
    overall implementation and reporting of the Programme.


 



  • Coordinate with UNESCO Field Offices regarding implementation of projects and meetings under the Aschberg Programme.

REQUIRED QUALIFICATIONS


 



Education



  • Advanced University degree (Master’s or equivalent) in the field of culture, cultural policies and/or cultural and creatives industries or a related area such as communication.       


 



Work Experience



  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of culture, cultural policy, cultural and creative industries or a related field of which preferably two (2) years acquired at international level.

    written and oral communication skills with proven ability to draft
    clearly and concisely and package them into attractive communication
    tools.
  • Ability to collect, synthesize and analyse information from various sources.
  • Excellent coordination and interpersonal skills.

  • Fund-raising and resource mobilization skills.
  • Ability
    to work effectively in a team environment and to maintain effective
    working relations within a multi-cultural environment.
  • Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work.
  • Advanced IT skills and proven competence related to the management of websites and social media communication.


 





Languages 



  • Excellent knowledge of English or French and good knowledge of the other language. 

DESIRABLE QUALIFICATIONS


 



Education



  • Advanced University degree (PhD) in the field of culture, communication, and/or humanities or other related areas.     
  • Relevant professional training in the field of the diversity of cultural expressions.     


 



Work Experience



  • Experience in mobilizing a wide range of artists, cultural professionals and media actors through advocacy;
  • Experience in cooperating with governments and reporting to donors.
  • Experience in the production of diverse communication tools and outreach in the field of culture and development. 


Skills/Competencies



  • Good knowledge of UNESCO’s standard setting instruments and programmes in the field of culture.
  • Very good knowledge and understanding of the 2005 Convention and the 1980 Recommendation.
  • Good knowledge of Basic Texts of the 2005 Convention.
  • Strong editing skills.


 



Languages



  • Knowledge of another/other official UNESCO language(s) (Arabic, Chinese, Russian, Spanish).
