Job holder is the Health Systems Strengthening
public health specialist and technical advisor, leading U.S. Centers for
Disease Control and Prevention (CDC) implementation of Health System
Strengthening (HSS) activities. Working under the supervision of the
Care and Treatment Branch Chief, the incumbent leads CDC’s
implementation of HSS activities and provides technical support to the
Ministry of Health (MOH) and implementing partners (IP), and day-to-day
program and administrative management. Incumbent works in collaboration
with other PEPFAR agencies to achieve U.S. and host government strategic
objectives. This position involves public health technical leadership,
results-oriented analysis, advocacy, and constant and clear
communication with the MOH, IPs, and non-governmental organizations
(NGOs). Job holder represents the U.S. government and CDC in
discussions of HSS issues at technical, policy and strategic planning
meetings, including meetings with collaborators and donor agencies. This
position is supervised by the Care and Treatment Branch Chief.
EXPERIENCE: Five years of mid-to
senior level public health experience in developing, implementing, and
evaluating HIV/AIDS Prevention and Care and Treatment or other public
health programs, including Health Systems Strengthening is required.
JOB KNOWLEDGE: Comprehensive
knowledge and experience in Health Systems Strengthening is required. A
detailed knowledge of the range of prevention programs, policies,
regulations, and precedents applicable to development and administration
of national/international public health prevention testing, counseling
and linkage programs is required. Good working knowledge of program
management in support of contracts / cooperative agreements / grants is
required. Thorough public health knowledge of current HIV/AIDS issues is
required. Detailed knowledge of the host government health care system
and structures, including familiarity with MOH policies, program
priorities and regulations is required. Excellent quantitative skills to
be able to understand data quality, analysis, and interpretation.
Master’s (MPH, MSHP, MSW, MSc) Degree, or host country
equivalent in Public Health, Medicine, Health Information Systems,
Laboratory Science is required.
LANGUAGE: Fluency in English and Good Working Knowledge in French (speaking/reading/writing) are required. This may be tested.
SKILLS AND ABILITIES:
Excellent oral and written communications skills to develop and
maintain effective working relationships with national and
international health partners are required. Ability to prioritize
between competing demands and work with minimal supervision in a strict
deadline environment. Good working knowledge of overall administrative
requirements, budgeting, and fiscal management in support of contracts,
cooperative agreements and grants is required. Intermediate user level
of Microsoft Word, Excel, and databases is required. Numerical skills
for data analysis are required and skills in data interpretation for
program improvement. Keyboarding skill is required. This may be tested.
