OVERVIEW OF THE FUNCTIONS OF THE POST





The Printing and Binding Unit is located in the Documents Management Section of the Division of Conferences, Languages and Documents (CLD), in the Sector for Administration and Management (ADM). 


The Printing and Binding Unit's primary responsibilities concern the direction and management of printing and production of all publications, documents, large-format and promotional materials for conferences, programme sectors and governing bodies of UNESCO, ensuring that UNESCO's printing and binding service remains  abreast of the latest technological innovations in the industry and adopts new work methods as appropriate.






Long Description




Under the overall supervision of the Director, Division of Conferences, Languages and Documents and the direct supervision of the Chief of the Documents Management Section, the Head od the Printing and Binding Unit will be expected to perform the following duties:



  • In close liaison with the Planning and Coordination Unit of the Documents Management Section, analyse and plan efficient and cost-effective procedures and staffing arrangements to ensure the timely printing of documents and implement efficient business management methods.

  • Provide oversight and direction to the staff of the Printing and Binding Unit in accordance with the Organization's policies and procedures and lead the team to meet the Organization's expectations for productivity, quality, continuous improvement and goal accomplishment. 

  • Schedule and control production activities of multiple teams and take strategic decisions on whether to produce the work in-house or outsource it or both, ensure that it complies with the relevant standards.

  • Oversee and plan the regular maintenance of all production equipment and relevant IT software. Monitor and manage inventory of supplies, orders and stocks supplies, as appropriate.  Provide estimates and final invoices for printing activities as part of the cost recovery procedure for internal and external printing. Perform analysis and prepare regular statistics/reports on printing and services for Senior Management.

  • Take the lead in the development of the requests for proposal, prepare the terms of reference, and participate in the procurement process with the view to establishing rental and maintenance contracts and/or purchase of printing equipment, supplies and services and manage all contractual arrangements and associated support services.

REQUIRED QUALIFICATIONS




Education



  • Advanced University degree (Master's degree or equivalent) in printing technology, printing management or a related field.

  • Alternatively, a first-level university degree in the aforementioned disciplines, in combination with two (2) additional years of relevant qualifying work experience may be accepted in lieu of the advanced university degree.


Work Experience



  • Minimum of four (4) years of progressively relevant professional work experience in printing management, including in the methods, practices, terminology and procedures used in the production of printed and graphic materials, of which preferably two (2) years acquired at international level.

  • Experience in managing financial resources.



Skills & Competencies



  • Strong planning, organizational and supervisory skills.

  • Ability to establish priorities and follow through to delivery.

  • Demonstrated ability to manage teams and to introduce and manage change.

  • Very good interpersonal and communication skills and facility in negotiating/interacting with colleagues/stakeholders, internally and externally, at all levels.

  • Proven ability to work efficiently and effectively in a multi-cultural environment.

  • Demonstrated understanding of the latest technological developments in the printing industry.



Languages



  • Excellent knowledge of English or French and good knowledge of the other language.






DESIRABLE QUALIFICATIONS




Work Experience



  • Experience in the preparation of the procurement process, including drafting requests for proposals and terms of reference.


Skills & Competencies



  • Ability to develop, implement, and maintain process and standards as pertaining to printing workflow.

  • Demonstrated understanding of the latest technological developments in the printing industry.

  • IT literacy.


Languages



  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian or Spanish).
