OBJECTIF DU POSTE
Working in 54 developing countries across Africa, Asia and the Americas, with a total annual budget of approximately US$1 billion, Plan International is an independent humanitarian and development organization that advances children's rights and equality for girls.
Plan International's global strategic goal is to reach as many children as possible, particularly girls and those who are excluded or marginalized, with high quality program that make a lasting impact on their lives.
Plan International will implement a project to strengthen the preventive actions already in place for the fight against COVID-19, in order to continue to support the strategy adopted by the Ministry of Public Health to control the spread of the COVID-19 pandemic, to promote access to adequate and quality health services for all including children and to support households affected by this pandemic with small-scale IGAs.
In order to ensure effective and efficient implementation, Plan International is recruiting 01 M&E Officers for this project. The incumbent will be responsible for the monitoring and evaluation of the project “ COVID-19 Prevention and awareness raising on Vaccines in Plan Communities in Far North and South-west regions of Cameroon”in accordance with the planned schedule and budget. To this end, he/she will ensure the implementation of quality monitoring and evaluation activities in the framework of the project.
Purpuse of the ROLE
The M&E officer is responsible for the technical leadership and coordination of planning initiatives, monitoring, evaluation, accountability, learning and dissemination in the implementation of the project " COVID-19 Prevention and awareness raising on Vaccines in Plan Communities in Far North and South-west regions of Cameroon ". He/she will coordinate closely with the project coordinator and other members of the emergency response team and Plan International staff, in particular the management of monitoring and evaluation, in order to strengthen the technical capacity of local partners and improve the quality and efficiency of project implementation.

Main responsabilities:
Design/update the strategy for the dissemination and capitalization of Plan International Cameroon's experiences in the implementation of the COVID 19 project;
- Provide technical support to the Project Coordinator and other project staff in the implementation of activities;
- Monitor the implementation of activities and ensure that information/data collection is done in accordance with the specifications of the project's terms of reference, donor guidelines and in accordance with Plan International Cameroon's strategic guidelines and programmatic standards;
- Participate in the development/revision of detailed project action plans and budgets;
- Develop/update data collection and monitoring tools for project indicators;
- Ensure quality control of collected data and information, through the development and/or revision of data collection tools in accordance with the project logical frameworks, Plan International's quality assurance system, the Program Quality and Influence Procedures (PQIP);
- Organize/supervise data collection, data processing and data analysis for monitoring project indicators;
- Train project staff as required in the use of data collection tools;
- Prepare performance reports and monitoring reports on project indicators and ensure their presentation as requested;
- Participate in the selection and organize the follow-up of the mission of the selected consultancy firms/consultants for the studies and evaluation;
- Organize and ensure all data collection for the capitalization of lessons learned and good practices identified in the framework of the project implementation;
- Produce the monthly, quarterly and annual reports of the field;
- Participate actively in the annual evaluation process of Plan International Cameroon's program and in the performance evaluation of partner organizations;
- Coordinate and/or implement training and briefing of Plan International staff, partners and other key stakeholders on monitoring and evaluation activities and/or related issues.
- Build staff and partner capacity on monitoring and evaluation strategies and approaches, as well as on feedback and complaints activities. Conduct regular field visits to assist field staff in recording quality project data;
- Contribute to project reviews and evaluations;
- Ensure the organization of PDMs within the project;
- Contribute to the preparation of TORs for baseline studies and project evaluations;
- Carry out any other tasks assigned by the project coordinator.
- In collaboration with the MEAL unit and other members of the emergency response team, support the implementation of the feedback mechanism by collecting and reporting on the views of children, young people, community members and other partners on the work of Plan International in order to improve it.
- Collaborate with the Project Coordinator in the design, development of tools and implementation of any strategies and mechanisms to ensure successful implementation of activities.

KNOWLEDGE, SKILLS AND EXPERIENCE:
EXPERIENCES
Degree in monitoring and evaluation or 2 years of higher education in social sciences, statistics, economics or other related sectors;
- At least three (02) years’ experience in planning, monitoring and participatory evaluation of program and projects;
- Have a solid experience in conducting qualitative and quantitative surveys;
- Have practical and relevant experience in emergency interventions;

KNOWLEDGE/SKILLS

Good writing skills (report writing skills);
- Participatory evaluation skills.
- People skills: Ability to work independently and as part of a team, to show leadership and to support and train local staff, and to work with IDPs and communities in a sensitive and participatory manner.
- Commitment to child protection, gender equality and participation.
- Fluency in English and French.
- Computer skills and proficiency in standard software (Word, Excel, PowerPoint...);
- Knowledge of the area of intervention would be an asset;
- Good knowledge and understanding of humanitarian principles and established international child protection standards;
- Experience in the Far North or South West of Cameroon, particularly in Logone et Chari, or Kumba is an asset.
- Strong planning and organizational skills;
- Ability to work in a team and to manage pressure
Location: The post holder will be based in Maroua or Kumba with field visits to the project implementation locations.
