ORGANIZATIONAL CONTEXT



 



The
World Food Programme (WFP) is the world’s largest humanitarian
organization, saving lives in emergencies and using food assistance to
build a pathway to peace, stability and prosperity for people recovering
form conflict, disasters and the impact of climate change.  With
headquarters in Rome, Italy, WFP has 20,000 staff worldwide and assisted
128 million people in 2021.  The Washington Office (WAS), located in
Washington, DC aims to mobilize resources from the US Government and
private sector, and lead the processing of contributions. In 2021, WAS
managed US$3.86 billion contribution, being 44 percent of global
contributions to WFP.  WAS will continue to be focused on optimizing
resources and contribute significantly to meet the food needs of the
most vulnerable around the world. WFP Washington staff liaise with USG
partners, including the US Agency for International Development (USAID),
US Department of Agriculture (USDA), and the US Department of State, in
managing and processing bilateral grant contributions. The Washington
Office (WAS), also serves as a key support and liaison office for all
WFP leadership engagements with partners in the United States
Government.



The
changing partnership environment within which WAS works demands an
agile, efficient, and accountable global office that optimizes the
effectiveness of its response to best serve the organization and those
in need. This is particularly imperative in the context of WFP’s growing
engagement needs, growing levels of resources from the US Government to
WFP, and the need to ensure WAS capacity to respond to increased demand
commensurate with the increasing levels of funding effectively and
efficiently.



 



 



JOB PURPOSE



 



Under the general supervision of the Deputy Director of the Washington Office, and technical supervision of TEC WFP Headquarter,  the Senior IT Operations Associate will be responsible for delivering
high quality technical support, system, and data maintenance to
contribute to the successful and effective delivery of IT services.  The
selected incumbent will be in charge of managing the development and
implementation of integrated IT systems and services, supporting the
highest level of management, delivering trainings, liaising with
external service providers and suppliers, while maintaining contact with
the TEC Division in WFP Headquarters.  The Senior IT Operations
Associate must possess excellent analysis, communication, teamwork and
interpersonal skills, with the ability to provide last minute
resolutions and flexibility to work in tight deadlines.



 



 



KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive)



 



  1. Manage
    and coordinate a team of IT support staff including the capacity
    building of staff, to ensure individual and team objectives are met in
    compliance with all relevant regulations and policies.
  2. Provide
    training and advice to clients and end users of IT services, understand
    and resolve issues and ensure IT policies, procedures, systems and
    tools are correctly applied to assist WFP staff in conducting their
    work.
  3. Coordinate
    the collation of a range of complex data, conduct data analysis,
    including the impact of changes, and support the development of accurate
    reports in order to identify and recommend solutions.
  4. Oversee
    the maintenance of systems and hardware by junior technology assistants
    to ensure technology is running effectively for WFP staff.
  5. Develop
    and deploy a variety of documentation and equipment for use by WFP
    staff to ensure staff have access to the required IT services and
    products.
  6. Manage
    the implementation of new standard applications in order to provide WFP
    staff with the tools they need to perform effectively.
  7. Work
    with groups in IT service delivery and other staff to understand needs
    and support the development of integrated IT support services.
  8. Provide
    support to users, log and analyse all requests for support in
    accordance with standard processes, to support staff to deliver their
    services.
  9. Support
    the development and implementation of plans for the delivery of a full
    range of IT services and improvements to methods and processes in order
    to meet operational requirements.
  10. Follow
    set emergency response processes and procedures as required to provide
    support in enabling emergency food assistance needs to be met.
     


 



 



SPECIFIC POST REQUIREMENTS (As required by the Hiring Manager)



 



  • Focal
    point for identifying requirements of high-level design and
    cutting-edge technology solutions for the new hybrid of remote and in
    person work and ensuring user friendly set up with room for growth in
    technology and digital services
  • Responsible
    for finding best solutions in communications and connectivity
    (internet, wireless mobilephones, landline phones, conference)
  • Monitor
    the reliability of technologies, identify user needs, analyse data and
    develop accurate reports to recommend solutions and facilitate informed
    decision-making
  • Identify
    potential improvements and make recommendations on all areas of IT
    while keeping up with the local trends and HQ initiatives in maximizing
    connectivity in the era of new working modalities
  • Manage the inventory for record safekeeping, proper disposal, and identify gaps
  • Continuously
    review IT standards and policies, defined by centralised governing
    bodies, and ensure compliance for all areas, ranging from hardware
    lifecycle management to enforcing software standards are respected.
  • Champion
    IT initiatives with colleagues in the WAS office to maximise the use of
    new services, diffuse cybersecurity best practices, and encourage
    professional growth through corporate learning channels


 



 



Essentials:

 



  • Experience in working with unified communication infrastructure (telephony infrastructure)  Windows
    Server and Windows environments, including Active Directory Management
    and MS packages, Office 365, LAN/WAN environments.
  • Experience in hardware and software troubleshooting, and in resolving complex technical issues.
  • Experience participating in the development of IT governance processes.
  • Experience building relationship with the business counterparts of key IT initiatives.
  • Experience in supporting senior staff.
  • Knowledge of the Apple ecosystem and video-conferencing equipment.


 



Desirables:

 



  • Experience in working with the United Nations common systems, international or non-governmental organizations.
  • Experience working in a fast-paced digital environment and with emerging technologies.
  • Knowledge of Information Technology (ITIL) certifications.


 



 



STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE



 



Education: Completion of secondary school education. A post-secondary certificate in the related functional area.



 



Language: Working knowledge (proficiency/FAO level C) of English.



 



Experience: Seven
or more years of progressively responsible work experience in the area
of Information Technology (including one year at the G6 level for
internal candidates).
